That's funny. There's another person that have the time manipulation, but he's called "Time Streamer," for a reason.

I'd like to bring up a point about Wesker. He is NOT a Time Lord. He simply has the powers of Nightcrawler from the X-Men, the regeneration abilities of a Time Lord, and a personality that Satan himself fears.
